I do tones quite a bit and the best I know is to either down load tones from people here on dA and just cut out the sections you want or look for tone brushes. If you want to make something look like a tone directly in photoshop and it is rather small resolution you can add a bitt of uniform noise and then it looks sorta like a tone. But best if you are just making it in photoshop would be to do the coloring/what ever in B&W but use the color halftone filter under the pixelate function.

I hope that sorta helped or made sense.

I hope it works out for you!

Yup, using a color halftone on a B&W image produces pretty good halftones, you'll probably just have to desaturate the image again once you apply the filter to make it B&W again.
I don't know if that is the effect you are looking for, but that is what I know <3

You mean for manga?:?

If I'm correct, download the pattern, open it up in photoshop and edit >> Define pattern.

Then apply pattern on the layer's options and select the pattern you want to use. Then, paint on the areas you want the tone to be in that layer and that's it, I guess.

Hope that was somewhat useful :O

If you meant any other thing, explain please, I'll be more than glad to help if I can ^^

(PS: sorry for the advertisment but I run a chat with a friend and we help people with photoshop =) so if you ever have free time and want to learn something pass by #MasterPhotoshop =D we'll be starting lessons soon if you want to come =))

Well, some people make screentone brushes on dA. You can search for them. I think it's under manga brushes or screentone brushes or something ^_^
